Therapeutic Consultation (TCON) Services

Therapeutic Consultation (TCON) is a specialized, person-centered service designed to assist individuals enrolled in Virginia’s Medicaid Home and Community-Based Services (HCBS) Developmental Disabilities (DD) waivers, including the Community Living (CL) Waiver and the Family and Individual Support (FIS) Waiver. TCON provides individuals, parents, guardians, family members, caregivers, and other support providers with expert guidance to help effectively implement the individual’s Individual Support Plan (ISP).

Our approach combines assessment, specialized consultation, caregiver and provider education, skill development, and practical recommendations tailored to the individual’s specific needs. Consultation may be provided by professionals with expertise in areas such as psychology, social work, behavior analysis, rehabilitation engineering, speech-language pathology, occupational therapy, psychiatry, psychiatric clinical nursing, therapeutic recreation, or physical therapy.

TCON may be appropriate when an individual has complex behavioral, developmental, communication, sensory, or functional needs that require specialized expertise beyond the support available through their existing service team. The consultant works directly with the individual and their support network to identify needs, develop recommendations, and provide training and guidance that can be incorporated into daily routines across home and community settings.

Service Goals

The primary goal of TCON is to strengthen the ability of families, caregivers, and other providers to support the individual and effectively implement the Individual Support Plan. Services are intended to promote greater consistency, independence, safety, skill development, and quality of life while supporting the individual’s ability to remain successfully in their home and community.

Who We Serve

TCON serves individuals who are enrolled in Virginia’s Medicaid HCBS Developmental Disabilities (DD) waivers, specifically the Community Living (CL) Waiver or the Family and Individual Support (FIS) Waiver.

Individuals receiving TCON may have needs related to challenging behaviors, communication barriers, significant skill deficits, sensory needs, adaptive or functional limitations, or other developmental and behavioral concerns that require specialized consultation.
